The shot you provided looks like it is from a phone or tablet. If you were trying to make the purchase from a public or semi-public wi-fi connection chances are there is a hacker at work trying to mine your information.
That phone number is not formatted correctly for a U.S. phone number. 668 is an Illinois area code, and is used in Canada, Mexico, and Thailand. Notice the incorrect English "Get a call now to get started" How can you get a call if you do not make contact first? When there are errors in being able to make purchases the message from ebay would be formatted differently and might have an error code.
If you were using the APP I suggest trying to log in from your home the classic way with your username and password. Try making the purchase, and if you cannot your account may be compromised. Then you should scroll down the page and click on the help and contact button. Scroll down the page to where you see a box with account and click on it. Read through the information and you'll find a contact link to contact ebay to secure your account.
