What exactly happens when you try to add an item to your watch list?

How many items are you watching right now, active and ended?
You should be able to watch up to 400. Be sure you are looking at the entire list:
https://www.ebay.com/mye/myebay/watchlist?custom_list_id=WATCH_LIST&page=1&items_per_page=100
If you are at or near the max, try deleting some old or ended items.
