eBay will not force you to send it, but it's a nice gesture and you can certainly do that! Just go to the order and select Send Refund from the dropdown menu near the top (or on the left on your Paid and Shipped Orders page, next to the specific order). You can enter any amount for the refund you like, and one of the options for the reason is "Shipping Discount".
