I want to have buyer charged 2.00 for the first 6 items, then 25 cents for each additional.  Ebay charges the 2.00 for the first item, then everything else at 25 additional.

That is not a combination that combined shipping can handle.

You can set a variety of rules, but one 1 rule per item.  You can set the shipping on any item to be anything you want, but the rule will always treat all additional items the same.  So you can do $2 plus $.25 each additional, but you can’t say $2 each on 6, then something else; or $2 until item #7, then something else.

You can set a max amount using a promotional rule.  Can you create a combo that work that way?

You are very welcome!  Combined shipping can have a lot of twists and turns, so I am not surprised that customer service would not know all of the details 😁
