shipping charges changed on my listings and buyer isn't offered discount

Just checked my listings and shipping prices are all different than they were last week - what happened?  Now the buyer isn't offered the discount, and prices are high.

Carriers increased their prices on October 6 in anticipation of increased business due to the holiday season:

All my listings offered the buyer the same discount I get, but as of today none of my listings show a discount.  Even with a price increase I should still be showing a discounted rate for the buyers, and that option IS checked on my shipping preferences.  The shipping cost that now  replaces the  discount that was on the listing is really high.  What do I do now?
