Sold a nintendo unit. Stated not tested and in description I said selling for parts only. Person bought it, and now wants to return it because it doesn't work. He says that I said it worked. I'm confused on how to list items like this! Thank you!

In looking at this listing, the unit was listed as "Used". When an item is this category is listed as used, that means "An item that has been used previously. The item may have some signs of cosmetic wear, but is fully operational and functions as intended. This item may be a floor model or store return that has been used." Based on that, I believe that's what the Buyer is referring to when he is saying that you said it works.
eBay has a 30-day Money Back Guarantee for Buyer purchase protection. The Buyer has up to 30 days from delivery to open a refund request for Item Not as Described. Then the Seller has three business days to either issue a full refund or send the Buyer a prepaid return label. Once the item is returned and because you did offer returns in this listing, you'll need to issue the Buyer a full refund.
Going forward, it's important to use the correct condition in each category.
