returns

We are a community organization. No ebay accounts. But now receiving packages as returns. Someone is using our address and name to sell and walking away from returns? What do I do?

This seems to be a recent Return "scam" that we've been encountering.

We think it's foreign sellers that need a U.S. return address for their disputes, for buyers to make returns, but we don't know how they're finding these random addresses to use;  eBay has been made aware of this and really needs to crack down on these sellers - it's very intrusive.

There is a Return code on the label that eBay can use to confirm the seller. If you can take a photo of that and attach it to a message to eBay in social media, they can track it down - be very firm with them about this.

Only use the Private DM or PM Messaging - do not post your info publicly.
Give them your User ID, your real name/address, the email attached to your account, and explain the issue in detail along with pics of the label(s).
They usually respond in a day or two.

returns

Do not and never had an account. They just took the name and address and I now get multiple packages a day as returns. Am in contact with EBay as Fraud and Identity Theft cases begin. EBay claims they are considering looking at actually checking on customer names now. Maybe bystanders won't get hurt by them in the future. A ton of grief for a non customer isn't worth checking to them, yet.

Understood - I would be very upset if this happened to me and I do have an account. I hope they figure this out asap and put a stop to it.

Have you considered contacting USPS Postal Inspection as well?
