reporting ebay customer service

How does one contact ebay via phone or email for an issue with a seller that shipped 7 months ago but existed ever since received?  Delay in contacting ebay includes trying to get response from seller.  Looks like seller may not be a ebay vendor anymore.

Ebay's Money Back Guarantee is valid for up to 30 days from estimated date of delivery, so you are too late.

Paypal allows disputes for up to 180 days from date of purchase, so too late there, too.
