If an item is sold as is and the buyer acknowledges this why does eBay side with them for a return? I clearly put sold as is and put it wasn't working correctly. The buyer who is a "computer repair" person and probably couldn't fix it and chose to return it. How I have to deal with it relisting it as well as paying shipping.

"Sold as is" is not an eBay term and it doesn't mean anything.
In fact, it shows that the seller doesn't know the rules.
Yes, eBay supports the buyer almost always.

The rules? So why does eBay give you a sold for parts/not working option? And where is this "rule book" that states this?

"For parts or not working" is an eBay term.
A term that is not excluded from eBay's Money Back Guarantee.
