"Not allowed to buy an item" message

I placed an offer on an item which was never responded to. I hit the increase offer button, put in a new offer amount and keep getting a message that says" Sorry you are not allowed to purchase this item. This item is only available to buyers who have not purchased 1 or more items from this seller in the past 10 days" I have never purchased from this seller before. What in the world is this message for!

Sellers can limit the number of items one buyer may purchase during a 10 day period.  The default is 1 item, but can be changed by the seller.  I allow my buyers to purchase up to 6 items in a 10 day period.

If you think this message is in error, you can use the CONTACT SELLER on the listing and explain the problem you are having, and ask the seller to add your user ID to the seller's blocked bidder list exemption list.

Thank you! I know the message is an error because I have never purchased from them. I did send them a message but never received a response. I guess I will just have to find someone else with the item I am looking for. Thank you so much!
