You can not reverse a refund. eBay can not force a buyer to repay a refund sent in error, although most will if you contact them.
If it is something like the buyer received an item after you refunded, contact the buyer and try to arrange repayment outside of eBay - PayPal Venmo zelle etc. Or offer to provide a return shipping label for them to send the item back.
