promotional items lists

I regularly use my promotional items (Free listings list) to make the most of my monthly listings.  I haven't been able to use the link for that last two weeks, anyone else having this issue?  I have tried all the recommended troubleshooting, clearing cache and history etc.

You have 1700+ active listings.  You do realize that you are paying for listings that exceed 250 listings per month, right?  Have you considered subscribing to a store in order to save listings fees?

I have a store.  I have 250 free auction items per month, plus 1000 regular fixed price items free, plus 10,000 free in select categories.  My problem is that normally I can click on the links in the promotional offers section and it will show me a list of the item numbers in each set - auctions, regular fixed price and select fixed price.  Currently the link is giving an error message - 

can't reach this page

I'm trying to find out if it's broke on my end or at the ebay server.
