package arrived open & empty

USPS delived package opened and empty with letter basically saying sorry.  Buyer request return but has nothing g to return.  Am I just out the money and item?  I know how easy it is to get money from USPS and we are talking 25$ for 100$ worth of items.  idk

@rer1013.    File a not as described refund request..  Doesn't match pictures or description.    You didn't order an empty envelope. 

The seller has to refund you and then they try to file a insurance claim with the postal  carrier.      They can use pictures you share to file the insurance case.

If they really want you to return it then send back the empty envelope with the postal note.   The seller pays return shipping.
