non payment question

I have had a few sellers lately just not pay when they won their item.  However, when the 4 days elapses, I can't find a way to leave feedback on them.  Is there a way to do that?  It was a $250 item!  Thanks!

@mindy0613   You can't leave negative Feedback and you can't use the Positive Feedback choice with a negative comment, it violates eBay Policy.

-Use the Report Buyer link on the item

-Waiting 4 days to cancel and using the reason Buyer did not pay gives their account an Unpaid item strike, if they get two they can't but much on eBay due to default Seller blocks for Unpaid items in the last 1, 6 and 12 month periods
