A guy from France just purchased my $700 item when I clearly state US shipping only. What can I do without getting a bad mark from Ebay?

I have had a few sellers lately just not pay when they won their item. However, when the 4 days elapses, I can't find a way to leave feedback on them. Is there a way to do that? It was a $250 item! Thanks!
