Rather than cursing at the chatbot, have you considered adding your Amex card to a PayPal wallet, and then choosing PayPal at eBay checkout and using the Amex card as the source of funds for the payment?
That might be worth trying to see if that still works after August 17th.

eBay's automated assistant cannot help you with a decision about what payment methods eBay decides to accept or not accept.
Once the change goes into effect, you may still be able to use AMEX by choosing PayPal as your payment method. In PayPal, you can choose AMEX as your funding source.

Paypal changed their refund policy as well because they supported profits from their con seller more than being supportive of their purchasing members . it's fine, we can and will shop elswhere. At places that understand their members rights. You must be supportive for both those coning *itches

PayPal's refund policy change for items not as described is unrelated to eBay's credit card acceptance change. These are two separate companies. Most buyers can determine whether an item is as described within 30 days...
You CAN use AMEX for your eBay purchases if you select it as your funding source and pick PayPal at checkout.

If you make an eBay purchase and choose PayPal at checkout and fund the purchase with a credit card from your PayPal wallet, then you have three separate opportunities to get a refund: once through eBay, once through PayPal, and once through your credit card.
So even if eBay and PayPal do not provide the protection you need, you still have the option of pursuing a case through your chosen credit card provider, if necessary.
