multiple item purchase

If someone wishes to purchase multiple items, and I will be combining the shipping on them .... how is this done?  Do they have to select the items to purchase but not pay for them and I go in from my Seller side and combine in an invoice? 

I see no valid help from eBay on this, nor any way to contact eBay as one phone number is no longer in service, the other dedicated to reporting fraud.  And way to e-mail the question to them.

I must be missing a lot so any help would be much appreciated.  -- Thanks!
