member not paying for car they clicked to buy, need refund for 7+ days of time still left on ad

Called buyer, he has no intention of going through with sale, car was delisted, Ebay responded about transcaction problems but did not relist the car. Need credit for days lost when de listed. I had to buy another ad to relist

According to Ebay: Listing package fees apply to each listing you create, are charged at the time of listing or relisting (if you opt to auto-relist), as applicable, and are nonrefundable.

So anyone can screw up my listing by not paying ?  I can't even leave negative feedback for this chump.

Keep in mind that vehicle sales on Ebay are non-binding for both buyer and seller.
