Is it ever proper to make an offer when the seller doesn't have a "Best Offer" on a listing? I don't want to offend anyone, so I would like to know if this is ever permitted. Thanks.

As a buyer only, I also would be hesitant making an offer if the listing didn't have a Best Offer option.
What you can do is put the item on your Watchlist and see if the seller sends you an offer. Many will do that.

It is not against the rules. There used to be language in the Help Page on Best Offer for sellers saying it was but I think that was in error (buyers were very unlikely to see it there and it wasn't anywhere else, especially not in the Policy Page for the policy it said it was against). Some sellers might consider it, some might be annoyed enough to block you from buying. If its an auction listing I advise sellers not to accept one for several reasons.

Thanks for the help. I believe I was told it wasn't really correct for buyers to do this. I am watching an item that has a flat price and I wondered if I could make an offer, but I didn't want to offend the seller. It isn't an auction item.
