making a tracking number and calling the item shipped

It **bleep** me off that after sitting on the order for several days, a seller will announce  a tracking number  but continue sitting on the order and not getting  the order into the delivery service.  Then ebay declares the item has shipped so after all the lag time the order  cannot be cancelled.  If it hasn't been put in the package services hands (USPS or FedEX etc etc) it has not been shipped and I want ebay to cancel the habit of calling the item shipped when in fact, it hasn't been shipped.

The most important information for buyers is the estimated date of delivery.

When the estimated date of delivery has passed by at least one day, you can file a Refund Request.

I have been doing that.  I have also started using Amazon.
