There is an technical issue with shipping labels that eBay is working on.

A fellow Mentor created this thread on how to use bulk shipping as a workaround.

You can also try incognito/ private browser mode.  This has worked for many sellers.  

OR try another browser.

If you are buying regular USPS labels Pirateship.com is free to use, integrates with eBay and they charge the same commercial base rates.
