international buyer says their box only had 2/4 plates I sold

I just received a message from an international buyer saying only 2 plates were in the box when I sent 4. She sent photos and the inner packaging looks different. I believe some of these international shipments are inspected but does anyone know if am I expected to give a refund for something like this?

If you used Ebay International Shipping (EIS), ebay will handle this when buyer open a case for the missing items.  You do not need to refund or do anymore.
