I have two of these kits ,with the same problem , both kit received with parts list very poorly printed copies
Unreadable without witch kits canot be constructed.
repeated inquiries to the seller to obtain a readable copy , no results , have asked for an E mail copy , no result .
Receive the same message (quote ) sorry will check withsupplier , and then nothing till my next E mail , with the same seller response.
Trying to navigate EBAY help is less than helpful.

The seller may have obtained the kits elsewhere and may not have a better copy of the instructions.
There are several versions of kits for that IC, but you may be able to find instructions for the right one by searching the internet yourself.
Try searching for the exact name of the kit along with "PDF".
Some possible pages with links to a PDF file or more detailed instructions:
https://www.arduino-tech.com/icl8038-function-signal-generator-kit-multi-channel-waveform-generated/
https://www.instructables.com/Getting-to-Know-the-Professional-ILC8038-Function-/
A video about one such kit that mentions a poor schematic and offers some corrections:

If you are unable to find suitable instructions, you may be able to return the kit by filing a Not As Described claim on eBay and returning the unused kit.

So far I have not found a solution ,
The sad tail started with my order for one kit that I thought would be fun to build my order was duplicated ,two different order numbers , and both shiped in the same package , ??? and of course billed for both .
The circuit board for thse kits are of exelent quality , the instruction (manual) leaves a lot to be desired .
The printing is mostly unreadable ,and a magnifing glass is needed to try to read .
There are three ics one of wich can be ided for location two ics no such location available
There are 10 fixed resistors locations ????
There are 6 variable resistors two of witch can be located from the pictuer of the completed kit , 4 of these no location aparent.
There are 12 capacitors 3 of them locatable from the picture the rest ???
I dont understand what is so dificult about getting a bill of material identification with value description with location on the circuit board. even a circuit diagram would be great.
I was not prepaired for this Chinese tortuer exersize .
I tried to contact a similar seller to see if I could get some help from them and was emediatly blocked by
no help ebay. needless to say this has been a verry frustrating experiance . The original seller , so far has replied 3 time so far with the same message (sorry will check with supplier )this is going into the third month
with no help.
I realise this is not your problem but it help to vent my frustration

If the schematics you received are not clear, then I can certainly understand your frustration. I have built my share of kits and been stymied by under-documented, poor quality photocopied schematics.
The image of the kit in the listing you purchased appears to be the kit in the second link in my post above, and the same kit described by the video (the third link).
If that is the actual kit you received, then between those two links you should be able to figure out which IC goes where, and where the other components go, without having to rely on the seller getting back to you with a poorly translated photocopy.

Thank you , Thank you ,Thank you
You have saved ny sanity ,and stoped the start of an ulser.
Again thank you for your help , You should keep this file information and forward it to the other sellers that handle this kit .
I dont know how you can reach the supplier of these kits but it might wake them up as to how instructions should be printed .
Again thanh you for help

You are very welcome -- glad to hear that helped.
The info I provided comes from those two links, primarily from the Instructables page by user "SimpleCircuit" who went to the trouble to produce a revised parts list for other folks that have run into the same problem you have.
The internet can be a tremendous resource for discovering how others have solved common problems, and sometimes even not-so-common problems.
