so my return has landed back in the sellers lap. he is saying i need to contact ebay. He says he cannot override. He got a message saying a post transaction case exists.

Once tracking shows DELIVERED back to the seller, the seller has 2 days to refund you. If no refund, go back to the Returns Request and click Ask ebay to step in, to force the refund. If that doe snot help, then do this:
Customer Service on ebay.com, the USA site, is only for members located in the USA and Canada, between the hours of 5am-10pm Pacific Time. Click on HELP & CONTACT at the top right corner of most screens. Work through the questions. At the end you can either send a message or use the Call Me option. If using a mobile device, disable the spam filter so the call can go through.

That looks like some kind of glitch or error.
Contact eBay CS and ask them to review manually - go to this linked page below, left side, click "Have us call you" or "Chat with us" to speak with an agent:

Just to add - if the seller is asking you to close your return, do not do this. Tell him to go to the return to issue the refund. He might be trying to make a direct refund instead.
