how to edit listing with policy violation

One of my listings has been unsold due to policy violation. I would like to fix the problem, but I am locked out and not able to edit and relist

Was the item removed by eBay?  If so, no amount of editing will allow you to relist it.  Once an item is removed, it cannot be relisted.  You risk a suspension by relisting a removed item.  You will have to find another place to sell it.
