how to block international shipping

can't find the options page for where I will ship internationally.  ebay sends me in a loop. the page with the country options is no where to be found.

Check all international locations on this page, check apply to current and future and save -
https://www.ebay.com/ship/prf/excludeRegions

Then block buyers with a primary shipping address in excluded countries here, select apply to active and future, and submit - 
https://www.ebay.com/bmgt/buyerrequirements

If you want to ship just to selected countries, check all but those.  You can open each region to see the list of countries.
