eBay has moved to their own Money Processing system. While buyers are still allowed to pay with PayPal, sellers are not allowed to use PP any longer. All payments are run through Managed Payments to your checking account

Make sure that your name and address match your bank account EXACTLY. You can not use a PO box for registration but you can still use it for your ship from and to addresses. Verify that your information is correct in account settings: https://accountsettings.ebay.com/profile
