I am sorry that happened, it is frustrating when buyers want to cancel.
I'll explain about the cancel process first, then I will explain about the "shipped" issue.
If the buyer paid, you'll have to refund from your credit card, and then the buyer's money will come back to your eBay account.
CANCEL

-- You can use the reason "Buyer Asked to Cancel".
This process refunds your final value fees.
You may want to block that buyer from future purchases: https://www.ebay.com/bmgt/BuyerBlock
RELIST
The system should prompt you to relist then. If not, you can do this:
1) Double Check Active Listings to make sure it isn't already listed: https://www.ebay.com/mys/active
2) Then relist (or "sell Similar" from the drop down list) here

SHIPPING ISSUE
Since your buyer wants to cancel, I won't explain, but it's easy to reprint a shipping label.
Here's how to cancel (or void) a shipping label you purchased on eBay:
- Go to Manage shipping labels: https://www.ebay.com/ship/lmng/labels-history/my-ebay
- Find the item you'd like to cancel the shipping label for, then from the Actions column, select CANCEL.
- Choose your reason for canceling the label. If you want to, you can add a message for the buyer.
- Select Cancel (or Void) shipping label.
The shipping refund will come in about 21 days.
