two times, but never got any reply. What to do? Is there any eBay agent that I can talk to other than the automated system that is not helpful at all?

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

You only have to wait one day past the original estimated delivery date to file an Item not received claim via the item in your Purchase history. The Seller will have 4 days to upload tracking or refund you. If they fail to do that you go back to the claim and Ask eBay to step in and force the refund.
No need to speak to eBay at this point, just follow the instructions on the claim that will lead to an eventual refund or delivery of the item.
You need to do this ASAP as there is a 30 day limit in eBay ...

You must open your Item Not Received case within 30 days of the estimated delivery date, so do that today.
