handling fee

I'm trying to setup an auction style item that has a high value ($5000) I wanted to add the cost of insurance as a handling fee but cannot find anywhere to enter in a handling fee.

In the shipping section, click see all options on the far right.  Then slide the button to allow handling charges.  That field will now appear in the shipping cost section.
