feedback button greyed out, doesn't work, cancel button doesn't display

Has anyone else experienced the non-functionality of the leave feedback button? tried multiple browsers, different computers, and different versions of Windows. I can select the number of stars and input text, but the "Leave feedback" button is greyed out, the "Cancel" button is missing on the page, and obviously selecting the feedback button does nothing. Hope ebay fixes this.

Did you click on the buttons for "Did the item arrive on time" and the button for Positive/Negative?
