I have reported several items that the seller lists as cartier for cheap.... then ebay messages me and says it doesn't violate ebay policy. I am astonished that this practice is allowed. This is also against the law to sell counterfeit items

To be honest regular users reporting a counterfeit item are rarely listened to since eBay does not know your qualifications.  That item will have the manufacturer as a VeRO (Verified Rights Owner) member and they have to power to have the listing removed immediately if they suspect a counterfeit (even if it is not).  So you should contact Cartier and inform them of your suspicions and the listing numbers and let them officially have the items removed if they agree with you.
