ebay notifications

when I press the bell it should show sales and messages.   Says it cannot display notifications. I cant get to screen to combine shipments.    Have 3 sales to same customer but cannot combine shipping which means it will cost additional 10 dollars.   ALSO not showing sales and offers

select send invoice from the drop down menu next to one of the buyers items on this page>    https://www.ebay.com/sh/ord/?filter=status:ALL_ORDERS   Then the next screen will have all items.
