Are you looking for a 1099k from ebay? A W9 is the form you would fill out to give ebay your tax paper ID, not a form or info they give to you.
If you are looking for your 1099k, check here - https://www.ebay.com/sh/fin/taxforms. You would need sales of $20,000 without sales tax plus 200 items in 2023 for a 1099k to be issued.
