I offer a hobbyist electronic product that I have sold almost exclusively on eBay for a number of years, both to domestic US and to overseas buyers. I use the Global Shipping Program whenever I can, defaulting to eBay International Shipping when GSP is not available for a particular destination.
A potential buyer in Austria has just informed me that he has been advised by eBay: "Sorry, this item cannot be shipped to Austria. The seller has specified that this item cannot be shipped to addresses in Austria."
I checked my listing and no such stipulation is shown. In fact, when I put Austria as a destination in the eBay shipping calculator within my listing, I get a cost and delivery time estimate.
I would address this situation to eBay directly, but finding a way to do this seems impossible. Thus I ask for help from the trenches here. Any ideas?

Okay, problem solved for anyone who is interested. Evidently the prospective buyer signed into eBay through the US servers (ebay.com) rather than through his local server in Europe. The message he got:
eBay's Message to Buyer...is somewhat misleading, placing the error on the seller rather than the buyer in this case. I was able to contact eBay Customer Service through the type-chat utility, upload the message above, and recommended to eBay that a different message might have been more helpful.
Thanks to all who helped here!

Hi @woodjim
Well:
-It could be a temporary eBay glitch; they have been known to happen
-It could be that for whatever reason Austria has banned the shipment of that type of item to their country. Here is eBay's Restricted and Prohibited item policy

Thanks for that, Mr. L. I looked through the eBay policy and can't immediately find anything pertinent. What baffles me is that eBay claims that "The seller has specified that this item cannot be shipped to addresses in Austria," which to me indicates that it cannot be a policy violation. Hence I figure it must be one of those eBay glitches.

Thanks for that s4d, but a phone call doesn't permit attachment of images of documentation. An email address, even if the situation has to wait in line, would be preferable. Visual messages 'rule,' which is why so many people prefer texting to talking.
