eBay cancelled an order due to buyer having problems with Acct ...Now I am dinged. How to fix?

Long story short if possible: 

eBay cancelled an order and sent message to me stating that buyer had issue with acct. (not registered with eBay) I chatted with eBay the day after this message came to me as it showed this item still needed to be shipped. I assumed if eBay cancelled the order, they would follow through with making sure it was taken care of and not an issue for the seller. 

 

eBay stated in the message to me when they informed me of the cancel: (the below is a shortened version of the message I received from eBay)

 

We understand that this must be disappointing, but unfortunately the buyer, xxxxxxxx_0, is no longer registered on eBay so we had to cancel all of their open transactions.

 Here’s what you should do

  • Don’t complete the sale or ship the item to xxxxxxxxx_0 if you haven’t done so yet.
    • Don’t communicate any further with xxxxxxxxx_0, especially if they get in touch with you outside of eBay. 
    • If xxxxxxxxx_0 requests a payment or refund, don’t send any money without contacting eBay first. If payment was processed, a refund has not been issued yet just in case you’ve already shipped the item.
    • If you already sent the item, contact the shipper to find out if you can stop the delivery and have the item returned to you.
    • If your listing has ended, you can relist your item.
    And remember, we’re here to help so please get in touch with any questions you might have.

So now since this message from eBay I have had to contact them 4 times on the issue as I keep having more problems due to eBay cancelling the order and advising me not to ship. 

1st a ding to my Seller Level stating this item tracking was not uploaded on time.

2nd a charge back they told me I must dispute after they told me in the first 3 service requests that I would be keeping the money and have no issues. 

3rd now I was charged a dispute fee of $20.00 and also owed the money back for the item they had cancelled and told me I was covered under the eBay seller protection...three times they stated this in different chats, and I have those saved and have sent them in 4 times by message and then three times through chat. 

My question would be HOW do I make the madness end and get this resolved. Do I just next time send the item and lose my money and item but keep my time and effort put into trying to protect my reputation on eBay as they are now dinging me for something I had no control over. 

Has anyone dealt with this issue or similar before? I would like the negative removed from my account on the shipping and tracking being late...I have attempted the below link that a chat rep gave me.

Nothing matches the filters or search criteria.

So this is not working....suggestions?

They also said they are working on the issue of my being charged a $20.00 fee for the dispute caused by their cancelling of the order....

Sellers beware when receiving anything from eBay stating that they are cancelling an order to protect you the seller as I think I would have had less time and effort wrapped up in this situation had I just mailed the item and chanced losing the item to a scam than I would have dealing with eBay.
