While I understand everything that's been written about the International Shipping program, it appears that I don't understand why most of my listings aren't visible.
Here's my setup - I have enabled shipping to Canada and excluded other locations. As of today, I have 87 total active listings in the US market under the Art category. If I navigate to eBay.ca as a buyer (I don't try to sign into my eBay account), I can, at most, see 22 items if I do a search by seller.
There's no difference in any of my listings that would make them appear or not appear for Canada. All of my listings have the banner below shown when I edit them. What am I missing?

Some of your listings do not include Canada. Take a look at your North American settings at the listing level. Look at these two listings to compare:
Ships to Canada: https://www.ebay.com/itm/155961735540
No Canada: https://www.ebay.com/itm/155955877375

Yes, I know. When I edit those two listings they BOTH have Canada enabled (unchecked) in the Excluded locations list. Yet they display differently.
