does anyone understand why when a purchase is shipped using the NEW eBay Delivery Service the purchase is NOT actually delivered on the day(s) the ebay website shows the purchase as 'DELIVERED' ? no one at ebay can tell me where the usps actually scans the purchase as 'DELIVERED'

I don't know what you're referring to when you say "NEW eBay Delivery Service." eBay doesn't deliver anything.

eBay displays the tracking information the carrier provides. USPS carriers scan the package when they deliver it, but the time might be off depending on time zones, when the scans are uploaded, etc. (There could be rare, isolated exceptions to this.)

If you have a question about a package scan, contact your post office. eBay can't help with that.

Are you referring to ebay's standard envelope for trading cards/postcards/coins?

The "tracking" number for these envelopes are read by the sorting machines at the last hub they went through before arriving at the buyer's local post office, which is why the date for delivery is inaccurate, and actual delivery may be a day or two later.
