counter offer + shipping

I posted an add and that I would pay shipping.  I got a counter offer that says this and it confuses me.

Offer amount:

$350.00 + shipping

What does the "+ shipping" mean in a counter offer?  is the person offering that amount and they will pay for shipping?   ie  " +  Shipping "  ?

When it comes to offers, shipping is not negotiable. If you have free shipping in the listing, it remains free shipping.
