I don't know what coin salting is, so I don't know what problem you are having, but eBay does not allow sellers to violate policy. First however, they have to know that the seller IS violating policy. If you see a listing that is in violation, you can use the Report link above the description to bring it to eBay's attention.
If you received an item that was not as described, you can open a return for that reason to get your money back.

it when they sell you a roll with 2 semi valuable coins on the ends with the other coin have no real value. they say they are bank wrapped, but no way in hell is that possible to happen. the odds of having a roll like that is over a billion to 1.

So did you receive one of this rolls? If so, open a return for item not as described using the option next to the item in your Purchase History.

eBay has no way way to know what a seller intends to ship the buyer before the buyer receives the item.
eBay doesn’t sell or ship anything itself. It can only help buyers after the fact. And it does take action if a seller persists in violating policy.
