i cancelled an order within minutes of placing it. yet the seller declined my request to cancel even though it had only been minutes and obviously the item hadn't shipped. i see no option on ebay toopen a buyer dispute and ebay has no customer service number. what are my options?

Buyer can't actually cancel an order under ANY circumstance. You can request one, but only the seller can actually process one.
On some larger sellers they have an automated system, so that system may not allow them to stop your order before it gets shipped. And since your seller has done nothing wrong, there is no type of claim you can file at this time.
Sellers do have the right to decline a cancellation request. It is also important for buyers to understand that a cancellation still costs the seller fees with Ebay that will not be refunded to them even if they honor your cancellation request and refund all your money to you. The seller still ends up having to pay some fees as well as the cost to process your order.
Since your seller was unable or unwilling to cancel the order, it is likely going to ship to you. If at that time you decide you want to return the item, then you can file a claim to request a return.
