CAN sellers cancel whenever they want?

I negotiated price through bidding process.

I made purchase of item and shipping yesterday. 

Now seller wants to cancel b/c he miscalculated shipping costs (cutting into his profits)

I have already paid 11  British Pounds; seller wants 17 more; I have offered to pay in addition half (8) of this "new" expense.

Seller not interested in saving the sale and wants to cancel.

What do you think?
