I have a buyer in Ireland who cannot buy my item. I have been changing my shipping settings with NO luck

I don't see that you set up international shipping. You need to go to revise the shipping and input the shipping service along with weight dimensions etc so the buyer can see the shipping costs on the listing.
Or maybe the item is not allowed to be importerd to that buyers country.

You can try adding the buyer's username to your Exemption List.
Click on the eBay help page link below and scroll down to > How to create exemptions to your buyer requirements. Use the blue button provided on the help page:

Thanks VW I was not clear in my help post... He wants to buy the bumper and I want to sell it.. Buyer says he cannot make the ebay prompts agree with us. Its very frustrating. I have shipping quotes and all. He just cannot purchase it. Janet sheds some light here. Maybe he isn't pressing all the buttons.
