blocked payments

I sent all my identity documents, proof bank statement, my proof address, ID photos in good quality. Why does it take so long to verify the identity. The photos were not approved the first time, but the photos were of good quality. How long to wait, my payments are blocked, buyers are waiting for their items, I don't understand these manipulations.

I've been in Managed Payments since October 2018, and just last year they asked me for copies of my driver's license, bank statement, cancelled check.  They already had my SSN.  I learned how to use my scanner, save to a thumb drive, and upload to ebay, so that was handy to know.  It didn't take long after that, and I was good to go.
