Payout Holds of at least 30 days are normal for new sellers AND for all sellers when the total is over $1k.
Signature on delivery is required for all items that sell for over $750.

eBay usually says why they restricted you in a message and if there is anything you can do to recover your account. Follow all instructions even if they are redundant such as providing tracking for labels purchased on eBay.
