Zero insertion fees

I'm confused. On Zero insertion fee limit  it says I have 42 used, and 208 left, but I already have  164 active listings.  I know the cap is 250, so I'm not sure if I'm going to go over my zero insertion fee limit if I post the 208 it says I have left?  Is it 250 new each month, or a cap of 250 with carry over active items...?

It is 250 including carryover.  If the carryover items do not sell before they renew, they will each use one of your free insertions.
