Is there a way on eBay to submit an item to a wish list that the public can reply to if they own an item like you're looking for?

No. In the past when eBay tried something like that, users posting there were swamped with scam offers.

When you leave the discussion board, go up to the Search for anything field and type in the KEYWORDS for the item you are looking for. When the items come up, or not, click Save this search. ebay will send you a message each time this item is listed.
