Customer ordered and paid for item it was needed for a specific occasion. It was lost for 20 days at day 17 I refunded her money as all tracking showed it was lost. It finally showed up on day 20 one day before I could file a claim with USPS. If buyer decides not to return it will Ebay invoice her again for item? How do I proceed?

eBay will not do anything in this case - the item is closed.
you need to contact the buyer and ask if they want to return the item - you will send a return label (you can buy one at pirate ship.com, print it to a jpeg file to send to the buyer) - or keep it. If keep it, how would they like to pay.
You can agree on any method that works for you both - PayPal, venmo, zelle, paper check, etc. You can exchange the contact info needed to use the selected method.
