Why when I submit a listing is it being declined?

I get this alert when trying to list

"Alert

Unfortunately, you won't be able to list any items. Go to the eBay Resolution Center to resolve your open cases. After you resolve your cases, reply to the email in your Messages in My eBay. Thanks for understanding."

I don't have any messages in My eBay and haven't bought or sold anything for months. The item is for Dubarry boots VGC at £115, the pictures are spot on, following the rules.
