Why was i not refunded the taxes on the item i returned?

I returned an item, was given a partial refund and the seller kept the $10 shipping cost as well as the taxes I paid. Why was at least the taxes I paid not refunded to me??

The tax portion of the refund needs to be refunded by eBay, since the seller never received it.  [It was sent to your state treasury.]  eBay usually refunds the tax proportionally to the seller's refund, and it's usually done quickly.

What was the reason for the return?  Did you pay the return postage?  I'm trying to understand why shipping wasn't refunded automatically.
